Customers watch the NCAA Basketball March Madness tournament at the Borgata Casino in Atlantic City, New Jersey On March 13, 2022, the American Gaming Association predicts that 45 million Americans will bet on this year’s tournament. A license to conduct sports betting at the Covelli Center and the Hollywood Gaming racino in Austintown is being sought.

YOUNGSTOWN — If the Ohio Casino Control Board approves both Mahoning Valley applications, sports betting could appear at Mahoning Valley Racetrack and Hollywood Gaming at Coveley Center.

According to its website, Phantom Fireworks Inc. and Youngstown Real Estate Ventures LLC, a Hollywood gaming company based in Mahoning Valley Race Course, filed applications with the Ohio Casino Control Commission for sports betting owners, service providers and suppliers.

William Weimer, vice president of Phantom Fireworks, said its app will be used at the arena in downtown Youngstown, and credits Phantom Fireworks president Bruce Zoldan for the initiative.

“He came up with the idea of getting one of those gaming licenses for the Coveley Center,” Weimer said. “The idea was to put kiosks in the lobby (sports betting) and do some remodeling at the Huntington Club on the second floor to provide a betting area and TV.

“Like many cities, downtown Youngstown has declined significantly. … It seems to be turning into an entertainment venue. Adding this dimension to the Coveley Center will contribute to the entertainment vibe downtown. “

Weimer stressed that the plan is in its “budding stage” and included a loose outline of the concept in the application.

“We’ve spoken to the mayor and the Ryans (JAC Live and JAC Management Group President Eric Ryan and Covelli Center Executive Director Jordan Ryan) and everyone seems to be on the same page,” he said. “We have to come together and formalize the whole process.”

Zoldan also owns the Youngstown Phantoms, an American Hockey League franchise, which plays at the Covelli Center. The USHL is a top amateur league, and Weimer said it “doesn’t intend under any circumstances” for the committee to allow betting on USHL games if the license is approved.

Hollywood Gaming at Mahoning Valley Racecourse at 655 Niles Rd, Canfield, Austintown received a racing license and opened in 2014. It is part of the larger Penn National Gaming, North America’s leading provider of integrated entertainment, sports content and casino games. Penn operates 44 properties in 20 states, online sportsbooks in 13 jurisdictions, and iCasino in 5 jurisdictions.

In December, the General Assembly approved House Bill 29 to legalize and regulate sports betting in Ohio. The bill, which went into effect on March 23, allows sports betting through licensed operators of online sportsbooks and brick-and-mortar establishments.

The Act sets out the licensing and regulatory framework under the jurisdiction and rule-making body of the Ohio Casino Control Commission. The act also created the Ohio Sports Betting Lottery, operated by the Ohio Lottery Commission through terminals at certain liquor licensing agencies. The bill calls for allowing all forms of sports betting to begin accepting wagers on the same day. The commission announced that the general start date for sports betting is January 1, 2023.

The application deadline is July 15th. Applications postmarked before that date will still be considered.
